Frank was born in Titusville, Pennsylvania, but was raised in Arkansas where he attended the University of Arkansas earning a Bachelors of Science degree in Industrial Engineering in 1968. After graduating as a Distinguished Military Graduate in Air Force ROTC, he was assigned as a Military Development Engineer working in the field of bioastronautics. After an assignment in the U. S. Air Force Plant Representatives Office at the McDonnell Douglas Space Lab Program, he was honorably discharged from the U.S. Air Force in 1973 with the rank of Captain. After his career in the U.S. military service, Frank attended Pepperdine University and served as a graduate assistant while earning his Masters of Business Administration degree in 1973. That same year, he joined the Northrop Corporation as a Senior Financial Analyst and was soon promoted to Capital Asset Controller. In 1979, he moved on to Garrett Research Corporation where he was engineer/manager working on the development and production of automotive products. While working full time, Frank attended Southwestern University Law School where he earned his Juris Doctor in 1978. In 1982, he decided to change careers and to become a practicing attorney. He started his practice as a solo practioner in a broad general field. Soon, he began concentrating in the area of criminal law. Although he handles matters in both bankruptcy and dissolution of marriage, criminal defense is the heart and soul of his practice. He has extensive criminal trial experience in misdemeanors, felonies, major felonies, and "three strikes litigation". Frank serves on the South Bay Municipal Court judge pro tem panel where he is called upon to preside over traffic and small claims matters. He is a member of the Los Angeles County and South Bay Associations. He is licensed to practice in all of the California Courts, the U. S. District Court, Central District, and the U.S. Court of Appeals, Ninth Circuit. Frank and his wife, Pam, make their home in Torrance, California, with their four children who attend colleges and universities in and around Southern California.
